Dear Mr Brown
Further to our unanswered letters to you (we enclose copy of our
last 21st March 2007). We feel that because of the
public sector contempt in general in relation to the corruption in
our case, we need to give yet again an account of the corrupt
handling we received from your Valuation Office Agency and ensuing
investigations etc.
We want to emphasis
that we are writing to you simply because there is NO democratic
even-handed Whitehall machinery in existence to combat blatant
public sector complaint procedures fraud/corruption and severe
civil service deceit. Also the VOA is part of your domain.
It is also important to stress that the Parliamentary Ombudsman's
Office is biased, lacking in democratic reality when dealing with
citizen's complaints against public sector corruption. Because the
corrupt VOA is overwhelmingly protected by an entrenched cover-up
system, we feel it is necessary to approach your good self, leaving
the ill-conceived and unjust complaints system out of the
equation.
Also, because you
must be well be aware of cases such as ours that, as the next PM,
maybe you could help eradicate this public sector cancer that has
invaded our supposedly democratic complaints procedures.
Such were the
concerted collusive efforts against us, that one realises that
such a well-honed cover-up culture within the public sector
complaint procedures have taken years to evolve. During which time
many vulnerable complainants would have been steamrollered,
bulldozed away from their democratic right to protest.
Just a few incidents of fraudulent service. When we first appealed
to the VOA we were immediately informed that we were 'out of
time' - too late, this was a lie.
We were also told our appeal was invalid - another lie (quashed by
a Tribunal 16 months later) The VOA were contemptuous of our
appeal from its very beginning!
This abuse of duty by the VOA along with its inventive corruption
was instrumental in elongating our appeal. This caused me, a
citizen who had done his duty ( I am a war pensioner), much
anxiety as I realised immediately that our so called democratic
and human rights were being abused by well honed deceit from your
dysfunctional agency. The ultimate insult to a war pensioner is
the collusive action from a wide spectrum within the public
sectors complaints system.
The inventiveness in relation to corrupt acts against citizen
complainants within the complaints system shows much ingenuity,
and one realises it is born out of long-term entrenched contempt
of public duty. We found it was easier for the VOA complaint
procedures to lie to us, than it was for them to treat us in an
honest manner!
We found ourselves (my wife and I) chasing for democratic answers,
to no avail.
Early on in our case, in order to shut us up, an evil plan was
hatched to scotch our appeal. We were told by a VOA miscreant who
had previously lied to us that a 'Mrs Gupta' would be looking into
our case and would be in touch. Initially we felt good that at
last someone was looking at our appeal! We sat back in blind
hopeful ignorance. During the course of several months we often
wrote asking for copies of this 'Mrs Gupta's report'. There was
never an answer from the VOA? We were given the 'hang out to dry
treatment'!
18 months later
we discovered why the VOA had not answered our letters. We learned
that the appointed 'Mrs Gupta' had never ever existed in relation
to our case, that our case had been corruptly put down -
contemptuously bulldozed out of existence by the VOA's corrupt
invention of the phantom 'Mrs Gupta'. Another audacious public
sector lie! This purposely engineered VOA public sector deceit had
demolished our honest appeal. Everyone including the Ombudsman,
involved in 'investigating' these corrupt acts against us,
decided, as part of public sector 'old pals act', to deny anything
nasty had happened?
At this vital time of our chasing up our
democratic rights - no one at the VOA 'let-on' it was all a
corrupt act designed to bury our honest democratic appeal. With
pure civil service contempt they did not answer our letters re the
non-existent Mrs Gupta's report! It is difficult to believe
that such lies were even condoned by the Parliamentary Ombudsman,
who claimed in her report she saw no evidence of fraud or
corruption - another case of NOT BEING FIT FOR PURPOSE!
This 'dysfunctional Treasury agency' along with the Parliamentary
Ombudsman Ann Abraham are experts at putting public complainants
down and do so with ease. We feel that there is a general
acquiescence by politicians at this contemptuous abuse of power
against such isolated vulnerable complaining citizens, who are
overwhelmed- often scared into submission by such abuse of power
by civil servants.
There are other nasty bits of public sector abuse that we had to
endure, as when after our many complaints, we were assured by the
VOA Executive that a 'proper' VOA internal investigation would
take place.
The outcome/verdict of the 'proper' VOA investigation was a
travesty of justice, as the VOA miscreant who had corruptly
invented and engineered 'the Mrs Gupta lie' was said to have acted
'WITH THE BEST OF INTENTIONS'. This was high level blasē contempt
towards the public!
The VOA, with its
usual contemptuous ease later asked us to 'DRAW A LINE' under
their corrupt acts? This meant that after they had so corruptly
abused our democratic rights, they then had the easy contemptuous
effrontery to ask us to take part in covering up their corruption?
This showed gross unethical contempt towards our struggle
against public sector corruption!
These
fraudulent/corrupt acts by these obnoxious complaint procedures
forced me, a sick war pensioner suffering the effects of cancer,
to struggle along Whitehall with a placard condemning VOA and
Ombudsman corruption and complaints procedure sleaze!
Such blasē abuse of power can only come from entrenched confidence
whereby such despotic government employees know that their very
incompetent existence, their very contempt of duty as civil
servants are safeguarded by Whitehall's Machiavellian cover-up
industry.
We have discovered
how duty and honour have largely been got rid of, where sleaze has
taken over! Where a dodgy Treasury Agency and a leading
miscreant are given carte blanche dishonourable expensive legal
protection!
So much so, that even the Parliamentary Ombudsman felt bold enough
to declare, despite being informed of the corrupt invention of the
'Mrs Gupta scam' and the corrupt internal VOA 'investigation'
that she could see no evidence of fraud or corruption in our
case? She even had the audacity to employ her very own
'porkies' in order to get the female VOA miscreant 'off the
hook'.
The Parliamentary
Ombudsman even felt secure enough within this engineered
contemptuous Inquisitional environment to 'lean on us' by allowing
her orchestrated 'pushy survey team' to invade our privacy with
nuisance phone calls over several evenings. Despite our continued
refusal, they persisted in calling, asking against our wishes if
we would take part in an Ombudsman's 'dodgy survey'. We felt
threatened by this!
Because of our uproar
over this Nazi style trampling upon the democratic principle of
open government the Parliamentary Ombudsman promised (with obvious
self-protective crocodile tears) that her dodgy survey team 'WOULD
NOT DO IT AGAIN' You could not make it up!
I, a war pensioner
was being harassed along with my wife, because we had dared to
challenge public sector corruption - there is something evil in
this Ombudsman harassment set-up!
We realised this
Ombudsman inquisitional treatment handed out to us was the work of
a hardened loony left immoral despot besotted with jack-boot
tactics designed to soften up public sector critics. As a war
pensioner I object most strongly at becoming a victim of misplaced
political power - I object to becoming a victim of a Nazi style
political misfit who grossly abuses such power.
Is this public sector
abuse going to be meted out to our young front line soldiers of
today who, if the corrupt Ombudsman system stays as it is, may
well have occasion in the future to complain about corrupt civil
servants such as the Ombudsman.
Ombudsman inspired
evening telephone calls and porkies are indeed part/parcel
of this Kafkaesque abuse of political power.
ALL THIS WITHIN
WHITEHALL One begins to realise that it is only this tacky
entrenched public sector cover-up culture that holds everything
somewhat tenuously together! One can see the crumbling of various
departments largely because of incompetents and a lack of proper
care to honest endeavour in relation to public duty. TOO MANY
BEING UNFIT FOR PURPOSE!
We were worried to
find that during four years of struggle, a commitment by many
public complaints sector staff to an entrenched cover-up culture
that rejects the notion of democracy. We believe that such gross
unaccountability will, in the long term, prove that Whitehall
democracy as practised today, means its eventual rejection of the
Freedom of Information Act and the hoped for political freedoms!
We had occasion to write
to the PM (10 Jan 2007) ...I quote; .'We have discovered to our
cost, how a prominent civil servant, the Parliamentary Ombudsman,
has by deceitful orchestration abused her powers where, instead of
protecting the public, her office has become by devious design, a
protector of corrupt civil servants and a persecutor of citizens
rights'.
Stalanistic disregard
for honest democratic public service is now commonplace.
Once we had nailed the Ombudsman's lies in pursuit of our cause
the PO closed down our case. Then as if by magic, or internal
intrigue, the Freedom of Information Office did the same. The
public sector had effectively closed down our case - an old war
pensioner had been disenfranchised, by public sector abuse of
power - they obviously hope, that if the complainants are ignored
or 'hung out to dry' they will go away - allowing the corrupt
public sector acts to be swept under the carpet!
The eternal public sector sleaze and contempt abounds within
Whitehall! Even quite recently when we wrote to the Lord
Chancellor concerning the ICO’s closing down of our case - our
letter was passed on to the Revenue & Customs men. Now they,
instead of dealing with it, passed our letter over to the corrupt
VOA (Who, would you believe it had acted corruptly against us for
4 years?)
They, the VOA, then without more ado bulldozed into oblivion our
letter to the Lord Chancellor concerning the ICO closing down our
case? We ask however did the Revenue & Customs men allow this
corrupt VOA to bulldoze away our Lord Chancellor letter that
showed our concerns regarding the FOI Act?.
This was a Whitehall
farce where the corrupt VOA was allowed to have the final say and
bulldozed away our question to the Lord Chancellor re the ICO?
It has become
apparent to the public that this Machiavellian gel of deceit and
bias and severe incompetence by governmental departments is given
protection by the shallow cover-up industrious Parliamentary
Ombudsman's office.
We realise that too
many parliamentarians are purposely looking the other way!
We feel that this long
term Machiavellian cover-up culture has allowed much of the public
sector complaint procedures into a cosy self-protective style of
mind-sapping political intrigue, designed to punish citizen
complainants into submission with numerous well honed sacred 'old
pal acts' deceits, bias and lies.
Our present day
shallow Ombudsman service fits snugly in with such an evil system
of Inquisitional style repression of facts.
